一、元至五月收入完成情况
元至5月，全区地方财政总收入完成83190万元，占年初计划186450万元的44.6%，增长26%;总税收完成70318万元，占年初计划157150万元的44.8%，增长29.5%;一般公共预算收入完成52281万元，占年初计划119500万元的43.8%，增长14%。分部门：国税部门完成17361万元，占年初计划40000万元的43.4%，增长235.1%;地税部门完成23710万元，占年初计划54000万元的43.9%，下降21.4%;财政部门完成11210万元，占年初计划25500万元的44%，增长6.4%。
二、双过半任务分解落实
二季度，全区一般公共预算收入预计完成65742万元，占年初计划119500万元的55%，增长5%。分部门：国税部门完成22000万元，占年初计划40000万元的55%，增长134.8%;地税部门完成27000万元，占年初计划54000万元的50%，下降20.8%;财政部门完成16742万元，占年初计划25500万元的65.7%，下降12.6%。
三、全年收入任务分解落实
一般公共预算收入完成119500万元，占年初计划119500万元的100%，增长12.3%。分部门：国税部门完成40000万元，占年初计划40000万元的100%，增长42.7%;地税部门完成54000万元，占年初计划54000万元的100%，下降3.2%;财
政部门完成25500万元，占年初计划25500万元的100%，增长13.2%。
四、全年增收因素预测
(一)营改增行业税收增长。一是政策影响，改征增值税链接对税收管控要求严格，行业税负不增但行业规模总额增大，导致税收增长;二是地方项目投资聚集在春节结算开票，导致税收增长。
(二)投资项目促进税收增长。为促进经济发展，我区加快了项目建设步伐，2017年将启动葛洲坝遗址公园、老干部活动中心、泉水大道(西段)、新台东路、5个城乡农贸市场改造、集镇道路、亮化工程及国土综合治理项目等基础设施及工程项目建设，以此增加我区建安营业税及附加税。
(三)汇算清缴成效显著。今年，国税部门及早布署企业所得税汇算清缴工作。一是加大政策宣传。利用国税微信公众平台，QQ群持续宣传小微企业、固定资产加速折旧扩围政策，研发费用加计扣除、股权激励和技术入股等新政，让纳税人及早晓政策，及早备案减免税事项。二是加大培训力度。通过发放资料、集中授课、上门辅导等形式进行汇缴培训，提高汇算申报质量。三是开展汇算清缴分析。国地税部门联合开展了汇算清缴深度分析，加强对重点行业重点项目税收征管，确保应收尽收。
五、存在的主要问题
(一)消化历史包袱沉重。东宝区税收一直处于高位运行状况，为了完成高基数、高增长的收入目标，除了挖潜堵漏、 2
应收尽收外，不得不采取一定的调控收入措施。其中国税部门2016年调度收入4704万元;地税部门调度收入4137万元，这将直接减少本年的税收。
(二)税收结构依赖性强。一是严重依赖投资。2016年，房地产业和建筑业共入库税收25568万元，占总税收的37.3%，税收对投资型行业依赖严重，潜在风险大。二是依赖土地流转税收。2016年入库耕地占用税9140万元，土地受让环节征收契税入库2847万元，这种即征即返的财税政策，抬高了基数，并未对我区财力带来积极影响。
(三)重点税源增收乏力。一是华能荆门热电有限责任公司今年受国家节能减排政策影响，国家电网对该厂发电量额度核定为17.96亿千瓦时，比2016年减少5.72亿千瓦时，下降24.16%。同时，煤炭价格持续上升，贷款资金成本偏高，总成本将大幅度增加，预计2017年该企业将亏损约1亿元，全年将无企业所得税实现，比上年减少企业所得税收入2748万元。二是葛洲坝荆门水泥有限公司受国家去产能政策影响，水泥产量下降，预计全年减少税收650万元。可见，重点企业税收完成情况直接关系到整个东宝区的税收完成情况，形成了严重依赖主要大型企业的税收风险。
(四)政策性增长因素消退。一是营改增前，营业税由地税实行以票控税，7个附税同时缴纳。自全面营改增后，7个附税得不到有效牵制，导致税收减少5400万元，下降18%;二是国家和地方政府对化肥行业去产能的要求，取消中小化肥生产优惠电价、铁路运价等优惠政策，增加了企业生产成本。 3
同时，推动化肥使用量2020年零增长方案，化肥生产企业的产销量将会逐年下降，因此，2017年化肥行业增值税预计下降30%，减收税收2000多万元。
六、下阶段工作措施
(一)以目标责任为抓手，切实提高收入质量。全面落实组织收入目标管理责任制，制定组织收入时间任务进度表，层层分解任务，按月督办考核，确保任务完成正常进度;严格执行组织收入纪律，加强对组织收入工作监督检查;杜绝有税不收和收过头税等现象，加大全区征管部门、乡镇(街办)绩效考核力度，确保圆满完成年度收入目标任务。
(二)以收入分析为平台，找准税收征管的着力点 。组建财政、税收、国土、住建等部门联合收入分析团队，以税收收入分析例会为平台，积极开展重点税源分析、行业税负分析、收入进度分析、收入增减因素分析和收入预测预警分析，找准征管薄弱环节，制定出有针对性的征管措施，堵塞漏洞。
(三)以税收清查为动力，规范税收征纳秩序。制定税收大清查工作实施方案，成立专项检查小组，积极开展对内对外税收清查活动。对内加强执法监督，促进税收执法权规范运行;对外加强征收管理，降低征纳双方税收风险。通过清理漏征漏管户、清查个体户定额核定情况、疑点数据核查、减免税清算调查、未按规定开具发票行为专项整治，规范税收秩序。
(四)以项目建设为契机，充分挖掘新增税源。积极协调税务、住建、国土等相关部门，加强报验类项目建设管理，建立项目建设登记台帐，及时掌握工程进度，加强资金结算控 4
管，充分挖掘新增税收。今年，东宝辖区内预计投资4亿元左右，启动城区西外环项目和“两路一河”等基础项目建设，以投资新项目带来机遇性税收增长。
(五)以税收控管为重点，全面推进税收共治。一是充分利用国土、城建及其他部门对房产、土地、日常交易行为税收的管理，有力堵塞税收漏洞。二是搭建税务、财政、工商、住建等税收共治共享平台，实现涉税信息全域共享，开展税务登记信息比对、数据分析和绩效评价，实现动态监控和预测，力争短期内将涉税信息变成控制税源、组织收入的依据，转化为税收成果，防止税款流失。
七、相关工作建议
根据国家税务总局2016年第17号关于发布《纳税人跨县(市、区)提供建筑服务增值税征收管理暂行办法》的公告规定：“纳税人跨县(市、区)提供建筑服务，应按照财税„2016‟36号文件规定的纳税义务发生时间和计税方法，向建筑服务发生地主管国税机关预缴税款，向机构所在地主管国税机关申报纳税。”去年，全市启动了城区象山大道改造项目、亮化工程建设项目，爱飞客项目建设等工程建设，其中部分工程项目建设在漳河新区辖区内进行，按照国家税务总局2016年第17号公告规定，上述项目工程企业注册地在东宝，因此项目工程所产生的税收应全部纳入东宝金库。建议：请市级相关部门及领导协调漳河新区征管部门，按照公告规定，在东宝注册的建筑企业在东宝缴税，确保我区税收足额入库。

96年6月份曾考过此题，今天来看，似乎更有现实意义。这是一道负面社会现象题，那么挖掘其背后根源，并找出解决方案，就成为探讨的主要方面，而提纲也正是如此。三个提纲各属其类，界限清晰，直接按提纲写三段即可。段1为提出现象，确立研究对象。提纲1翻译后仅一句话，作为一段话则显内容单薄，字数匮乏，所以需进一步发挥。不妨从例证角度扩充，举例时即可基于国内现状，也可纵观全球，显然前者更易行。可从我国西南地区的生活缺水，水价上升，以及河流干涸等细节方面铺陈。段2是原因分析，建议分析主观原因和客观原因两方面。所谓主观原因即是基于人的思想意念，心理意识，行为动机以及行为举措，比如人们节约意识的淡漠或者人们误认为淡水取之不尽等不当想法。而客观原因则是从非人角度出发，如社会发展，人口激增，甚至污染的加剧等方面出发，这些因素均使得淡水消耗的增加。当然，考场上由于时间紧迫，无法细想，可能会写出的两个全是主观类或客观类的原因，其实也无妨，只要二者不同即可，谨防虽言明两原因，但实则彼此混淆，出现逻辑不清的窘况。段3是措施分析，措施可从官方措施和民众措施两方面写起，也可加入作为现代年轻人，我该如何约束自己，从生活中小事做起节约水资源等内容。总之，在内容上考生尽可发挥想象力，纵马驰骋，原则依旧：切题者皆可。

这道题只有两个提纲，所以建议在完成提纲要求内容之后再补充一段相关内容，可以在提纲2之后续补段3(如举措类：如何合理地限制私家车的出行以减少废气排放等等)，也可在1，2之间插入一段(如原因分析，即为何私家车越来越多)。先来看提纲1，依然是事实陈述，看到提纲1，会很容易联想到马路上川流不息的过往车辆，以及高峰期令人沮丧的堵车，那么即可将这些内容付诸笔端。再看提纲2，是私家车给人们生活带来的影响，该事实是一中性事实，则需辩证地分析其影响的两面性，一方面它带来好处，如让人们的出行变得更自由更方便，另一方面它带来坏处，如排放废气，污染环境，或造成交通堵塞等等。
总之，四级作文并非高不可攀，只要大家依据提纲多多联想，抓住最初的感动，在常理的指导下，将所欲传达的内容用确切的文字装载出即可过关得胜。
