为了加强基层自治组织建设，充分发挥社区居委会民主自治作用，根据北京市民政局、北京市公安局《关于规范社区居民委员会、村民委员会印章管理工作的意见》精神，结合我区实际情况，现就社区居委会印章使用和管理工作提出以下意见：
一、社区居委会印章的制发
(一)印章的规格
社区居委会印章为圆形，直径4.2厘米，中央刊五角星，五角星上方刊“北京市东城区XX街道”自左向右环形排列，下方刊“XX社区居民委员会”。社区居委会名称须用全称。印章所用汉字应当使用国务院公布的简化字，字体为宋体。
(二)印章的制发
社区居委会的印章统一由各街道办事处负责制发。经区政府批准设立的社区居委会才可制作印章，由所在街道办事处统一到公安机关办理准刻手续，并到指定厂家刻制。
(三)印章的变更
社区居委会因故更换印章，街道办事处应在颁发新印章的同时收缴其

旧印章。社区居委会撤销或合并，被撤销或合并前的社区居委会的印章不得继续使用，街道办事处负责及时收缴。
二、社区居委会印章的使用范围
(一)社区居委会工作用章范围
1、社区居委会主持召开的社区代表会议决议。
2、以社区居委会名义上报的各种公文等。
3、社区公开栏内定期公布的居务公开内容。
4、以社区居委会名义向居民发放的通知、告示、宣传材料等。
5、社区居委会的统计报表和档案。
6、签署社区共建活动和资源共享等协议。
7、以社区居委会名义开展的各类表彰活动。
(二)为辖区居民出具证明用章范围
1、居民居住情况证明。
2、居民是否健在和在家正常死亡证明。
3、居民申请城市最低生活保障、抚恤金、残疾保障金、
廉租房、房租减免、子女助学金和减免学杂费等手续的证明。
4、入伍、入学、就业等政审证明(是否参加法轮功)。
5、养犬证明。
超出上述规定范围的，社区居委会应向街道办事处请示，批准后使用印章。
三、社区居委会印章的管理
(一)各街道办事处要加强对社区居委会印章使用的监督、指导，定期检查社区居委会印章使用情况，发现问题及时纠正。社区居委会印章章样由街道办事处留存备案。
(二)社区居委会印章设专人保管，要建立印章使用、审批、登记、
备案制度，并经社区代表会议讨论通过，纳入社区自治章程，实行民主管理。社区居委会定期向社区代表会议通报印章使用情况，实行民主监督。
(三)社区居委会印章丢失应及时向街道办事处报告，由街道办事处及时补制印章。启用新章、废止旧章应由街道办事处以适当方式向社会公告，公告期不得少于30日。
(四)社区居委会换届选举工作结束后，上一届社区居委会应在10日内向新一届社区居委会移交印章，确保新一届社区居委会正常开展工作。

为了加强基层自治组织建设，充分发挥社区居委会民主自治作用，根据北京市民政局、北京市公安局《关于规范社区居民委员会、村民委员会印章管理工作的意见》精神，结合我区实际情况，现就社区居委会印章使用和管理工作提出以下意见：
一、社区居委会印章的制发
(一)印章的规格
社区居委会印章为圆形，直径4.2厘米，中央刊五角星，五角星上方刊“北京市东城区XX街道”自左向右环形排列，下方刊“XX社区居民委员会”。社区居委会名称须用全称。印章所用汉字应当使用国务院公布的简化字，字体为宋体。
(二)印章的制发
社区居委会的印章统一由各街道办事处负责制发。经区政府批准设立的社区居委会才可制作印章，由所在街道办事处统一到公安机关办理准刻手续，并到指定厂家刻制。
(三)印章的变更
社区居委会因故更换印章，街道办事处应在颁发新印章的同时收缴其

旧印章。社区居委会撤销或合并，被撤销或合并前的社区居委会的印章不得继续使用，街道办事处负责及时收缴。
二、社区居委会印章的使用范围
(一)社区居委会工作用章范围
1、社区居委会主持召开的社区代表会议决议。
2、以社区居委会名义上报的各种公文等。
3、社区公开栏内定期公布的居务公开内容。
4、以社区居委会名义向居民发放的通知、告示、宣传材料等。
5、社区居委会的统计报表和档案。
6、签署社区共建活动和资源共享等协议。
7、以社区居委会名义开展的各类表彰活动。
(二)为辖区居民出具证明用章范围
1、居民居住情况证明。
2、居民是否健在和在家正常死亡证明。
3、居民申请城市最低生活保障、抚恤金、残疾保障金、
廉租房、房租减免、子女助学金和减免学杂费等手续的证明。
4、入伍、入学、就业等政审证明(是否参加法轮功)。
5、养犬证明。
超出上述规定范围的，社区居委会应向街道办事处请示，批准后使用印章。
三、社区居委会印章的管理
(一)各街道办事处要加强对社区居委会印章使用的监督、指导，定期检查社区居委会印章使用情况，发现问题及时纠正。社区居委会印章章样由街道办事处留存备案。
(二)社区居委会印章设专人保管，要建立印章使用、审批、登记、
备案制度，并经社区代表会议讨论通过，纳入社区自治章程，实行民主管理。社区居委会定期向社区代表会议通报印章使用情况，实行民主监督。
(三)社区居委会印章丢失应及时向街道办事处报告，由街道办事处及时补制印章。启用新章、废止旧章应由街道办事处以适当方式向社会公告，公告期不得少于30日。
(四)社区居委会换届选举工作结束后，上一届社区居委会应在10日内向新一届社区居委会移交印章，确保新一届社区居委会正常开展工作。

They never know Todd did not like the gift at all, which drove him in a depression because he thought his parents never cared about him. He was terribly burdened by his parents’ expectations.
